Fish, Wildlife & Biodiversity Conservation

General Information

Massachusetts is the third most densely populated state in the nation.  The rate of land consumption for residential development is steadily increasing far out of proportion to its population growth. Haphazard growth has impacted water resources, natural resource-based enterprises, open space, wildlife habitat, and community character. Nearly half the state's communities lack professional planning staff. Volunteer boards struggle with increasing levels of responsibility, liability, time demands and public mistrust.  Land and water resource protection are increasingly perceived to be in competition with affordable housing needs.

1) Land Protection (Ecosystem Management, Protection and Restoration).

The window of opportunity for effective land conservation in southern New England may be only 10-20 years. After this time, the unprotected landscape is likely to be too fragmented to be of much value for supporting wildlife. Private landowners with an average age of over 60 years own 2.2 million acres, over 75% of our state's forests. Within the next 10-20 years much of this land will be passed on or sold.

A team of scientists and Extension educators at the University of Massachusetts, Amherst has developed the Conservation Assessment and Prioritization System (CAPS) to provide an objective, dynamic, and flexible tool and approach for assessing biodiversity value and ecological viability. CAPS is the cutting edge in landscape-based ecological assessment and is unlike any other tools currently available.

This program will work with local and regional planners, land trusts, agencies, and municipalities to develop and implement integrated land protection strategies based on CAPS analyses and natural resource inventories. The Forest Conservation project will develop educational products and approaches for working with large forest landowners in high priority areas for conservation in order to encourage land protection. The Land Protection project will work with land trusts and municipalities to help them better understand and utilize various tools for protecting important conservation land as well as the practical and legal requirements for monitoring and enforcing conservation restrictions.

Ultimately this program will facilitate more targeted land conservation to effectively preserve biodiversity and maintain ecosystem integrity over time.  Conservation organizations and agencies will be more targeted in their land protection efforts and will integrate efforts at various scales.

2) Minimizing and Mitigating Development Impacts on Ecosystems. (Ecosystem Management, Protection and Restoration)

Minimizing the impacts of development projects begins with the identification and protection of high-valued ecosystems and directing development to areas of lesser importance. As a quantitative approach for evaluating ecosystem integrity, CAPS can be used to evaluate and compare various development scenarios, such as alternative alignments for highway or utility projects. CAPS can also be used to quantify the indirect impacts of development projects on the surrounding, undeveloped landscape.

Design and Best Management Practices can be used to minimize or mitigate impacts on ecosystems. These range from "conservation subdivisions" to the use of appropriate stream crossing structures, wildlife passage structures, and appropriate storm water management systems. A properly conducted habitat evaluation can provide important information that can be used to design projects to minimize impacts to habitat and ecosystems.

The Fish, Wildlife and Biodiversity project will continue to work with faculty to conduct CAPS analyses throughout Massachusetts and disseminate the results. Educational programs will help local and regional planners, land trusts, agencies, and municipalities understand how CAPS works and how to use the outputs of CAPS analyses for prioritizing land for conservation or development, alternative analysis, project review and targeted ecological restoration. This program will provide information based on ongoing research on wildlife habitat evaluation and the mitigation of impacts of development projects on wildlife and ecosystems. Conservation Commissions, state and federal agencies will have access to new information and techniques that can be used to review and permit development projects.

3) Land and Resource Management (Ecosystem Management, Protection and Restoration)

Working with people who own and manage both land and the resources supported by the land is a critical element of ecosystem management, protection and restoration. UMass Amherst has substantial research capacity in the management of agricultural land and intensively managed landscapes, as well as forest, freshwater and coastal ecosystems. UMass Extension has long maintained programs that provide information and technical assistance to a variety of audiences that work directly with the land and its resources.

The Fish, Wildlife & Biodiversity Conservation project will provide people who manage natural systems with up-to-date information on ecosystems and ecological processes, as well as tools and approaches for land protection and management to achieve their goals. Audiences engaged in the management of natural systems for multiple objectives, including the harvesting of resources as well as the protection of environmental quality, will receive information on sustainable resource management and best management practices. The Fish, Wildlife & Biodiversity Conservation project will provide managers of land-based production systems (agriculture) and highly managed landscapes (golf courses) information on the unintended consequences of management practices on nearby natural systems as well as approaches to minimize those impacts.

The Fish, Wildlife & Biodiversity Project

This project addresses a variety of Fish, Wildlife and Biodiversity Conservation issues through integrated extension and applied research initiatives, strategic education and outreach to target audiences, and publications and web sites reaching a diversity of audiences.

The Conservation Assessment and Prioritization System (CAPS)

Over the past several years, a team of scientists and extension educators at the University of Massachusetts, Amherst (UMass) has been developing the Conservation Assessment and Prioritization System (CAPS) to provide an objective, dynamic, and flexible tool and approach for assessing ecological value and to support decision-making for land conservation, land management, project review and permitting to protect habitat and biodiversity. CAPS is a computer software program and an approach to prioritizing land for conservation based on the assessment of habitat and biodiversity value for various natural communities (e.g. northern hardwood forest, forested wetland, shrub swamp, headwater stream) within an area. Outputs related to this initiative include:

  • Continued development and refinement of CAPS (applied research
  • Work with Conservation organizations and agency personnel to interpret and apply
  • CAPS results and extend CAPS analyses to additional areas of Massachusetts
  • Workshops on the results and use of CAPS analyses
  • Revise and Enhance MassCAPS Web Site
  • Development of a Comprehensive State Monitoring and Assessment Program for Freshwater Wetlands in Massachusetts that builds on CAPS landscape-based assessments and includes, rapid condition field assessments, long-term field monitoring, and use of indices of biological integrity (IBIs) to validate CAPS models and predictions (applied research)
  • The River & Stream Continuity Project

The River and Stream Continuity Project began in the year 2000 with a startup grant from the Massachusetts Watershed Initiative. The University of Massachusetts took the lead in convening a group of people from a variety of agencies and organizations who were concerned about the impact of road-stream crossings (culverts, bridges, fords) on fish and other aquatic organism passage.

There are four primary components to this initiative:

  1. Technical guidance and standards for river/stream crossings
  2. Field surveys to identify significant barriers to aquatic organism passage
  3. Tools and approaches for setting priorities for culvert upgrade or replacement
  4. Outreach, technical assistances and education.  

Outputs include:

  • Continue development and refinement of crossing standards, assessment protocols and training materials, and scoring algorithm (applied research)
  • Manage and continue to improve and expand the online Crossings Database for volunteer assessment of road-stream crossings
  • Evaluate data collected by volunteers and analysis data in the Crossings Database (applied research
  • Maintain and expand content for the "streamcontinuity.org" web site
  • Training programs on new regulations and technical issues related to road-stream crossings
  • Mitigating the Impacts of Roads & Highways on Wildlife & Ecosystems


This initiative is an integrate extension and applied research program to better understand the impacts of roads and highways on wildlife and ecosystems and to develop and evaluate techniques for mitigating those impacts. Outputs include:

  • The Bennington Bypass Wildlife Passage Monitoring Project (applied research)
  • Evaluating the Effectiveness of Road Passage Structures for Freshwater Turtles in Massachusetts (applied research)
  • Work with volunteers to implement a monitoring plan for Route 2 wildlife passage structures
  • Workshops, presentations and technical assistance on mitigating the impacts of transportation on fish, wildlife, and ecosystems
     

The Mill River Watershed Project


The Mill River Watershed is recognized state-wide as one of the most important watersheds in the Commonwealth because of its special habitats and rare species. The goals of the Mill River Watershed Project are to make science, research, and planning resources available to watershed officials and residents and to develop a coordinated, community-based approach to resource protection across town boundaries. Outputs include:

  • Hatfield Dam Feasibility Study: Public Outreach
  • Maintain the Mill River Watershed Web Site
  • Wildlife Conservation

This initiative engages in applied research and provides information, educational materials and programs based on current research to promote wildlife conservation. Outputs include:

  • Distribution of Extension publications and documents on Fish, Wildlife & Biodiversity Conservation (hard copy & PDFs)
  • Coordination of the MA Calling Amphibian Survey as part of the North American Amphibian Monitoring Program (NAAMP)
  • Maintain the MA NAAMP web site
  • Maintain and Revise MA Snakes web site
  • Develop & Launch the MA Herp Atlas Web Site
  • Develop MassHerps Portal Web Site
  • Identify a process for the revision and publication of WEThings and WEThings-Birds
  • Workshops, presentations, and technical assistance on wildlife natural history and conservation
  • Wetlands Regulations and Protection

As part of a broader effort to provide training and information to municipal officials involved in making land use decision, this initiative provides workshops and materials of conservation commissions as well as those who work most closely with them (environmental consultants, state agency personnel) in the implementation of the Massachusetts Wetlands Protection Act. Outputs include:

  • Final revisions to and launch of Masswetlands.org web site
  • Development of a Comprehensive, Multi-media, Multi-modal Education Program for Municipal Officials, an applied research project
  • Workshops, presentations and technical assistance on wetlands and wetlands protection regulation
